Adjustment of Seasonal Climate Normals to Climate Change in France
France updates its seasonal climate normals to address the impacts of climate change.
Paris – 22.06.2026: France has updated its seasonal climate normals to account for the impacts of climate change. These normals, which serve as a reference for average weather conditions, are reviewed and adjusted every ten years. The current normals are based on data from the period 1991 to 2020 and have been used in weather reports since June 28, 2022.
The adjustment of the climate normals is carried out by Météo-France, which incorporates the latest scientific findings. This update is part of the national strategy for adapting to climate change, which also includes the integration of a Trajectoire de Réchauffement de Référence (TRACC) into the Environmental Code. This reference trajectory defines the expected temperature increases for different time periods and serves as a guide for adaptation measures.
The TRACC was anchored in the Environmental Code by decree on January 23, 2026, and sets out the expected temperature increases for the years 2030, 2050, and 2100 compared to pre-industrial levels. This measure underscores France’s commitment to actively combating climate change and adapting to its impacts.
The regular updating of climate normals enables better detection of changes in the climate and the development of corresponding adaptation strategies. By incorporating climate change into these reference values, France can respond more effectively to the challenges associated with rising temperatures and altered weather conditions.
These adjustments are part of a comprehensive plan that also includes investments in climate change adaptation. Despite an increase in investments, funding still falls short of actual needs. In 2025, 1.7 billion euros were allocated for adaptation measures, indicating greater consideration of climate issues, but still not sufficient to cover the full scope of necessary adaptations.
