FCPE Paris Demands “Plan for School Heatwaves” to Combat Educational Inequalities

The FCPE Paris criticizes the premature sending of students home during heatwaves and calls for a comprehensive "Plan for School Heatwaves" to avoid educational inequalities and address climate change in schools.

Paris – 23.06.2026: The Fédération des Conseils de Parents d’Elèves (FCPE) Paris has strongly criticized the premature sending of students home during heatwaves. Neli Dobreva, chairwoman of FCPE Paris, stated that such measures “increase educational inequalities and lead to disruptions in the learning process.” She therefore calls for the introduction of a “Plan for School Heatwaves” in Paris that addresses the challenges of climate change in educational institutions.

FCPE Paris points out that the frequency and intensity of heatwaves are increasing and severely worsening learning conditions. The short-term measure of sending students home early not only leads to learning losses but also exacerbates social inequalities, as not all families are equally able to cope with these situations. Dobreva appeals to school authorities to develop proactive and coordinated measures to prepare schools for extreme heat.

So far, the FCPE has repeatedly emphasized the necessity of a comprehensive “Plan for School Heatwaves.” This plan should include short-term measures for heat management as well as long-term investments in school infrastructure. These include improving building insulation, expanding air conditioning systems, and creating cool common areas. The goal is to ensure the health and well-being of students and maintain lessons without interruption.

The City of Paris has already taken initial steps to mitigate the effects of heatwaves. For example, six schools have been connected to the municipal cooling network to create cooler learning environments. Nevertheless, there remains a significant need to equip all educational institutions accordingly and provide the necessary resources. This is particularly essential given the forecasts that heatwaves will occur more frequently and intensely in the future.

Therefore, FCPE Paris demands that the city administration work jointly with the Ministry of Education to develop a coherent, long-term plan. This should include preventive protective measures, clear guidelines for handling heat phases in schools, and promote infrastructural adjustments. Only in this way can it be ensured that all students can learn under safe and supportive conditions, regardless of their social background.

In conclusion, FCPE Paris emphasizes that climate change also offers an opportunity to sustainably modernize educational infrastructure and reduce educational inequalities. For the organization, a concrete “Plan for School Heatwaves” is an indispensable step to make schools fit for the future and strengthen equal opportunities in education.
