Lyhanna Case: Minister Darmanin Supports Surveillance of Pedocriminal Offenders
Gérald Darmanin, French Minister of Justice, endorses the establishment of surveillance registries for pedocriminal offenders within a new child protection law.
Paris – 06/23/2026: Gérald Darmanin, French Minister of Justice, reaffirmed on Tuesday his support for the establishment of surveillance registries for pedocriminal offenders. This measure is to be introduced as part of a legislative bill on child protection to improve the monitoring of individuals convicted of sexual offenses against minors.
The goal of these surveillance registries is to enhance cooperation among authorities such as the police, judiciary, and social services to detect and prevent potential recidivist offenses at an early stage. This is intended to significantly strengthen the protection of children and adolescents.
The announcement comes in the context of the “Lyhanna Case“, in which a 14-year-old schoolgirl in Toulouse was murdered. The main suspect had previously committed similar offenses multiple times without facing criminal consequences. This case caused nationwide outrage and criticism of the current handling of sexual offenders.
In response to the case, Minister Darmanin ordered a comprehensive review on June 8, 2026, of approximately 70,000 cases of sexual child abuse. The aim is to uncover systemic failures that may have led to inadequate prosecution and prevention.
The planned legislative amendment provides that such surveillance registries will be mandatory and accessible to the involved authorities. This will allow potential offenders to be monitored more closely. At the same time, Darmanin emphasizes that the rights of the individuals concerned must be respected and misuse of the data prevented.
Various organizations and experts welcome the initiative as an important step to improve child protection. Critics, however, warn against restrictions on data privacy and possible stigmatization of former offenders who have already served their sentences.
The debate over how to manage sexual offenders and their ongoing surveillance has reignited in France. Numerous cases have had fatal consequences because offenders were not adequately monitored. The law aims to create stricter and clearer frameworks in this regard.
The child protection law, which includes these surveillance measures, is currently under parliamentary review. After adoption, implementation is expected within the coming months. Further discussions and consultations are planned to introduce the measure in a controlled, effective, and fair manner.
Minister Darmanin announced that the “principles and provisions” of the surveillance registries will be incorporated into the comprehensive legislative package on child protection. The goal is a sustainable improvement in prevention, support, and prosecution of crimes against minors.
The Lyhanna Case highlighted the urgency of swiftly enhancing child protection in France. The planned legal measures aim to contribute to a more reliable and transparent system regarding sexual offenders in the future.
