Months before Lyhanna’s death, another 11-year-old girl named Rosa Barella had repeatedly accused him of sexual abuse. Although authorities in Toulouse initially responded swiftly, the case was transferred to the competent offices in Auch, Barella’s place of residence. There, delays, communication problems, and a lack of staff resulted in months of inaction and missed opportunities to stop the perpetrator.
Key failings include misdirected files, insufficient urgency from judges, an overburdened public prosecutor’s office, and lack of follow-up by the local Gendarmerie. Despite repeated warnings about Barella’s dangerousness, the investigations were significantly prolonged, ultimately leading to the tragic death of Lyhanna.
The report praises the efforts of individual employees but calls for clear accountability, improved procedures, and above all more resources for the authorities involved. A final report is expected to be presented in September 2026. Prime Minister Sébastien Lecornu emphasized that the responsible institutions must take responsibility without condemning the entire justice or police system.
The publication of the investigation results triggered nationwide outrage and intensified the public debate about the need for reform of the French justice system. Politicians and citizens alike are demanding comprehensive measures to prevent such mistakes in the future and to restore trust in security agencies.
In response to the tragedy, the government has launched an extensive review of approximately 70,000 cases of child abuse. This intensive review led to the arrest of 134 suspects within just two weeks. The aim is to ensure that such failures do not happen again and to improve the protection of children in France.
Lyhanna’s family, through their lawyer Maître François Roujou de Boubée, expressed their deep sorrow and requested privacy. They demand a swift, thorough, and transparent investigation of the case and insist that those responsible be held accountable.
The murder of Lyhanna has severely shaken trust in state institutions and sparked a broad societal debate about child protection and the urgently needed reform of the justice system. Concrete changes remain to be seen, but the pressure on politics and the judiciary is growing to prevent future tragedies and to ensure the safety of France’s youngest citizens.
