President of the Conference of Prosecutors Calls for Reform in Investigations into Sexual Abuse of Minors

Frédéric Chevallier appeals for collective reflection to improve the conditions of investigations in sexual offenses against minors.

Paris – 23.06.2026: In light of the current discussions surrounding the Lyhanna case, Frédéric Chevallier, President of the French Conference of Prosecutors, emphasized in an interview with Franceinfo the need to fundamentally overhaul investigative methods in cases of sexual violence against minors. He expressed concern over the current conditions under which these investigations are conducted and called for adjustments that would be fairer to the victims. Chevallier spoke of the urgency for collective reflection arising from the tragic Lyhanna case in order to better manage criminal prosecution.

According to him, protecting the victims and handling these investigations sensitively represent a particular challenge. The public prosecutors are required to reconcile both the principles of the rule of law and the psychological well-being of the victims. He criticized that current procedures often do not sufficiently address the needs of minor victims and can sometimes result in additional burdens for those affected.

Chevallier stressed that it is not only about adapting procedural methods but also about an institutional realignment. This includes better training for investigators in the special requirements of these cases as well as closer collaboration with social and psychological professionals. He advocated for a multidisciplinary approach to better protect victims and improve the solving of crimes.

The Lyhanna case has sparked a broad debate in France about the judiciary’s handling of child protection issues. The public and experts have long been calling for a reform of prosecution procedures to increase sensitivity and efficiency in dealing with sexual offenses against minors. Chevallier’s statement is seen as a step in this direction.

The President of the Conference of Prosecutors also warned against the risks of misguided public expectations demanding quick investigative results without considering the complex psychological and legal dimensions. A calm and conscientious process is essential to maintain the rule of law while simultaneously adequately protecting the victims.

These demands are set against the backdrop of increasing social sensitivity to the issue of violence against children and adolescents. The judiciary faces growing pressure to ensure procedures that are both effective and humane. The debate initiated by Chevallier could lead to concrete reform measures in the coming months.

Overall, the prosecutor president’s appeal suggests public awareness of the challenges in criminally addressing violence against minors. He urges prioritizing victim protection and designing investigations to be both effective and sensitive in dealing with those affected.
